Receive greetings of solidarity from Movement for Justice in El Barrio, The Other Campaign New York:

We write to you with an important proposal that we would like placed on the agenda for this Tuesday’s General Assembly.

At the General Assembly of Nov. 3rd, after receiving the unanimous endorsement of several working groups, we received a public endorsement for our dialogue in El Barrio with Occupy Wall St.

We were pleased by the great showing of participants of OWS in our neighborhood last Monday. Thanks again to those who participated.

As we move forward, we want to continue building bridges and strengthening our ties in concrete ways. To that end, during our dialogue, we extended an invitation to OWS to join us at our New York Encuentro for Humanity and Against Neoliberalism, which will take place on December 4 in El Barrio. As some of you may know, an Encuentro is, among other things, a form of deep human exchange that serves as an alternative way of doing politics and building-movements.

In light of the fact that several working groups have already publicly endorsed this Encuentro, at this Tuesday’s General Assembly, we wish to propose the following:

- That the General Assembly of OWS publicly endorse, publicize, and attend our Encuentro, as a way to continue building our respective movements and shared struggles.

- That representatives from each Working Group and Caucus of OWS be encouraged to attend.

Draft Proposal for 11.20 General Assembly: OWS Housing Prject from Wooloo Collective

Hosting Occupy Wall Street aims to turn private New Yorkers into hosts for Occupy Wall Street activists during the upcoming winter and beyond.

 Back in 2009, the Wooloo collective coordinated a project at the COP15 climate summit in Copenhagen that facilitated a hospitality project, recruiting more than 3000 local residents to open their homes and host protesters for the climate mobilization. The project had both online and offline elements.

 We are interested in implementing a similar project here at OWS, if folks are open to it.

 More than just a practical solution to the shelter issue, the goal of the project would be to assist OWS in broadening it's outreach towards the 99%, while empowering members of the public to become active participants in the movement. Build bridges between local residents who aren't sure how to plug in to the #occupy movement, and are interested in meeting occupiers and helping as they're able.

 The Hosting OWS project is collaboration between Wooloo (www.wooloo.org) and Todd Lester, community organizer and founder of freeDimensional (www.freedimensional.org), which uses vacant artist residency apartments to host activists and culture workers in distress around the world.
Between our respective lists, we are able to reach 15,000+ New Yorkers as a first start, and we're talking to other groups about partnering to reach broader distribution.

Draft Proposal for Sunday 11/20 General Assembly: Arts and Culture poster project & budget request

paper and ink for limited hand-printed editon: $250

printing and shipping for mass edition: $2,023.94

This proposal is for the General Assembly to fund the printing of 5,200 copies of the Flowchart of the declaration of the occupation of nyc (5,000 in a mass edition, 200 hand-printed edition) This image is based on the declaration of the occupation of nyc, and generated through a crowd-editing process in Zuccotti Park during the first month of the occupation. The image is endorsed by the arts and culture working group and the call to action working group, and is hosted on the NYCGA website, under the text version of the declaration.

These printings are in direct response to e-mails coming in from around the country requesting a hard copy of this image to put up at their occupation, work place, home, schools. Based on this outpouring of support, arts and culture believes the image presents significant opportunities for outreach and conversation building around the big picture of our interconnected grievances.

Both editions were initiated by volunteers, and as much labor as possible will be volunteer. The hand printed edition will cost $1.25 a piece to make- This is just the cost of the paper and ink cost, Kayrock Printing in Greenpoint has volunteered their time. The mass will cost $0.40 a piece, and is being coordinated Andy Stepanian of Sparrow grassroots media project, who also coordinates printing of the declaration info. booklet for the info working group. This quote for the printing is from Consolidated Press, who he recommends emphatically. Their price is better than any other quotes I have solicited, and they will print on recycled paper.

The arts & culture working group will coordinate sales and distribution of  the image, using sliding scale and donation based models, balancing the potential of the image as an outreach and fundraising tool. Specifics of distribution will be decided upon by the group once copies are available, but will include direct distribution at OWS events, shipments to other ocupations, and sales at ally institutions in throughout New York.  Considering the outpouring of requests for this image and the low cost of production, we are confident that, even with many copies distributed for free, this project will be a fundraiser- all proceeds going back to the GA.

Draft Proposal for Sunday 11/20/2011 General Assembly: Regarding GA schedule & meeting space

OWS shall immediately reinstate daily GA meetings. In addition, the Town Planning WG is hereby empowered to designate and maintain an appropriate meeting space in the vicinity of the steps on the Broadway side of Zucotti Park. This meeting space will be kept permanently clear of tents and all other personal and common belongings such that we, the people, can easily, quickly and safely gather there to hear, and be heard by, each other.

Proposal to the General Assembly of Liberty Plaza
The Inter-Occupation Communications Group, a sub-group of the Movement
Building Working Group, proposes that the following communiqué be presented
by the Liberty Plaza Assembly as a statement to all other Assemblies and
Occupations of the world and then be broadcast on currently available media
platforms:

This communiqué is presented by the people of the Liberty Plaza General
Assembly in New York City to all the good people convening at local
General Assemblies around the world.

There are hundreds of Occupations and General Assemblies standing in
solidarity to protest mass injustice and create a better world. To
strengthen our solidarity, we need to develop a mechanism of
communication between all of our General Assemblies.

To address this need, we have created an Inter-Occupation
Communication group here at Liberty Plaza. Our InterOcc group works
with analogous groups from other Assemblies to provide horizontal
channels of communication that adhere to open and transparent
democratic processes in order to connect individuals or working groups
across Occupations.

We ask that Inter-Occupation Communication groups already established
at other Assemblies make their existence known to us. Given the
challenges we have all been facing that may be alleviated by better
communication, we suggest that any Assembly that does not yet have an
Inter-Occupation Communication group establish one and announce its
existence publicly.

This communiqué, along with all other official General Assembly
communiqués, will be posted on InterOccupy.org. Individuals and Inter-
Occupation Communication groups can also contact other InterOcc
groups on InterOccupy.org.

Why this is Needed

We see a need for this communiqué to be presented and distributed for the
following reasons:

1. Strong channels of communication are essential to movement building.
Once channels are better established, all Assemblies will have greater
ability to work together across Occupations. This communiqué is critical to
helping build these channels.

2. We are already working with other Inter-Occupation Communication
groups to hold national conference calls. These calls are serving to
assess needs and resources and to connect working groups. This
communiqué will assist in making these calls more widely known so that
they can be more useful for current and future participants.

3. We have been asked by other OWS working groups, most notably
Finance, SIS and Direct Action, to establish verified and trusted points of
contact and forums for dialogue with other occupations. These are
necessary for working groups to effectively address pressing concerns.

Mobile Occupation draft proposal for East Coast Solidarity Tour

In response to the growing requests and needs of other occupations, the Mobile Occupation working group is proposing an east coast solidarity tour. The proposed tour will be one month long (from late November through late December) and plans to visit 11 occupations between NYC and Florida.

The Goals of the Mobile Occupation are:
- Information exchange (sharing information and best practices)
- Educational training (ie: facilitation, intro to direct democracy, non-violent communication and mediation)
- To develop the inter-occupational infrastructure
- To boost the morale of other occupations and grow a culture of sustainability, non-violence, peace, self-empowerment, patience, compassion, creativity, cooperation, and innovation

The main objectives of this first tour are to begin establishing a personal and physical infrastructure for support and communication. The most common need surfacing is for facilitation and mediation training. We have also spent over a month connecting with various working groups about initiatives we can share.

Our crew will be comprised of 10 members of OWS that have been integrally involved in a large cross-section of working groups including (but not limited to) Internet, Outreach, Facilitation, Info, Arts & Culture, Open Source, Media, Sustainability, and Mediation. We are seeking diversity and welcome individuals from all working groups and caucuses to join our working group and submit a letter of intention if interested in joining the tour (email occupywithin@gmail.com).

The members of this group are autonomous individuals, not representatives of OWS or the Occupy Movement, and have no intention to impose anything upon other occupations. This is a horizontal initiative to simply share information, resources and initiatives in all directions.  As we visit each city we will remain in communication with working groups on the ground at OWS in NYC about what we will learn from our brothers and sisters everywhere.

Outreach to Occupations:
For the purpose of establishing effective communication and building bridges between occupations we have drafted a survey and are working with Movement Building and Outreach to contact each occupation and learn more about their current infrastructure and goals. Proposal to all OWS working groups:
All working groups and caucuses have been asked to support this initiative and to respond to a survey about their group, including anything they’ve learned or would like to share. These reports will be compiled into one document that can be shared with other occupations. We are asking the GA for $14,500 to cover travel and living expenses, gear, technology, art supplies and other items detailed in our budget, which has been submitted to finance.

The Movement Building Working Group proposes the following friendly amendment to the EGYPT ELECTION DELEGATION consensus passed by the NYCGA on November 10th, 2011.  The EGYPT ELECTION DELEGATION proposal came through our working group originally.  New information and a wide array of important questions and concerns have been raised across the occupation since that time.

We make this recommendation after an extensive process of deliberation within our own working group and after an open council with all interested occupiers.

We propose the EGYPT ELECTION DELEGATION consensus be amended to read as follows.

Extension Denied

The petition to extend the restraining order has been denied.

“The movants have not demonstrated that they have a First Amendment right to remain in Zuccotti Park, along with their tents, structures, generators, and other installations to the exclusion ofthe owner’s reasonable rights and duties to maintain Zuccotti Park, or to the rights to public access of others who might wish to use the space safely. Neither have the applicants shown a right to a temporary restraining order that would restrict the City’s enforcement of law so as to promote public health and safety.”

Even as Mayor Bloomberg attempts to evict us, we journey on, occupying the imagination of people across the globe

Writers and storytellers from across the Occupy Wall Street movement are launching an Op-Ed campaign to make our voices heard.

To launch the OWS Op-Ed campaign, we are occupying the pages of The Guardian Comment is Free America website in coordination with Occupy London, throughout the day today, Tuesday November 15th .

Come read thoughts and voices from across the spectrum of OWS from Oakland to Egypt, Wall Street to the London Stock Exchange. Stay tuned for many more Op-Eds from OWS writers in a paper near you.

Re-Occupation Plans

The NYPD raided Liberty Plaza in the middle of the night. Our re-occupation plans are already underway.

This movement can’t be contained in one square block in lower Manhattan. It is bigger than that. You can’t evict an idea whose time had come.

    • Restraining Order Against Eviction of Zuccotti!!!
      City Hearing Today at 11:30, 71 Thomas St.
      Temporary restraining order issued at 6:30 am prohibiting evictions from Liberty Park (unless “lawful arrests for criminal offenses) allowing protestors back in with tents or other property previously utilized, and prohibitng enforcing “rules published after the occupation began.Attorneys associated with the New York City Chapter of the National Lawyers Guild working as the Liberty Park Legal Working Group obtained a temporary restraining order against the City of New York, various City agencies, and Brookfield properties directing that occupiers be allowed back on the premises with their belongings. Mobile Occupation draft proposal for East Coast Solidarity Tour

(for consideration at the November 15th General Assembly – feedback and friendly amendments are welcome and can be submitted to occupywithin@gmail.com or by attending one of our working group meetings (MWF 11am @60 wall st)

In response to the growing requests and needs of other occupations, the Mobile Occupation working group is proposing an east coast solidarity tour.

The proposed tour will be one month long (from late November through late December) and plans to visit 10 occupations between NYC and Florida.

The main objectives of this first tour are to begin establishing a personal and physical infrastructure for support and communication. The most common need surfacing is for facilitation training. We are looking to construct a 2-day curriculum that could be offered to each occupation and welcome input from everyone.

Our crew will be comprised of 10-15 members of OWS that have been integrally involved in a large cross-section of working groups including (but not limited to) Internet, Facilitation, Info, Arts & Culture, Open Source, Media, Sustainability, and Mediation. We are seeking diversity and welcome individuals from all working groups and caucuses to join our working group and submit a letter of intention if interested in joining the tour (email occupywithin@gmail.com).

The Goals of the Mobile Occupation are:

- Information exchange (sharing information and best practices)

- Educational training (ie: facilitation, intro to direct democracy, non-violent communication and

mediation)

- To develop the inter-occupational infrastructure

- To boost the morale of other occupations and grow a culture of sustainability, non-violence,

peace, self-empowerment, patience, compassion, creativity, cooperation, and innovation

Outreach to Occupations:

For the purpose of establishing effective communication and building bridges between

occupations we have drafted a survey and are working with Movement Building to contact

each occupation to learn more about their current infrastructure and goals (how big, what is

working, what hasn’t worked, where they see the movement going, & how can we help). A copy

The specific logistics of which cities we will visit and what we will bring are dependent upon the feedback we receive from other occupations regarding their current infrastructure and goals along with the initiatives and information each working group and caucus within OWS NYC wants to share.

We are looking to compile these working group reports into a document to be printed and shared with all occupations.

This is a horizontal initiative to share information in all directions. As we visit each city we will be communicating with folks on the ground at OWS in NYC about what we will learn from our brothers and sisters everywhere.

All accounting will be transparent and all monies not used will be returned to the NYCGA.

7 pm meeting at the Tree of Life re: expansion into other public areas. moving from Tree to triangle park near Blarney Stone.

 

Report backs:

PR: concern about people who aren’t on site or in meetings are trying to represent the group.

Alternative Currency: wants to move forward so it leads to more participation.

Security/Safety concern: Community Alliance is connected to the Nietas

 

more Kitchen (José): working on getting another kitchen set up in downtown Brooklyn. we’ve got a plumber, electrician & carpenter building out the site

 

Town Planning: organizational issues. enforcement of spaces (eg: flowerbeds, fire egresses) our only option right now is to pester people. they want to go to GA for consensus on generator. they are laying out cabling in the park. discussion is not whether we should have a generator, but abt cabling in a safe manner. implementation of tents: what groups in what order. we need a solidified process to prevent a free-for-all.

 

Library (Betsy): the library now has a schedule–it’s open from 10 am to 1am. We’re looking to initiate new programs and need contacts in Education & Empowerment as well as Inreach.

CHILDREN/DRUGS/SECURITY

-big security concerns: children living in tents in known drug/gang areas. Security’s name change to Community Alliance. Nietas & history of organized crime. They now have a vote in spokescouncil. These syndicates give and give, embed themselves in organizations then comes the time for payback. Is this good for our movement? organized crime helped unions. They’re very involved, messaging for their own cause in prisons, in other cities. they can bring down a whole movement and destroy everything.

 

-lots of claims in that statement. ans what’s the validity. they have representation on spokes?

 

-they’ve become security for the park. we have gangs doing security for the park.

 

-lots of people are watching security, like civil defense. there’s enough people who won’t let that occur.

 

-what you’re saying is probably accurate. I wouldn’t support mafia/gangs but it’s moot because security has become community alliance and there’s been a shift. there’s much less involvement from those groups. you are accurate and we should be concerned.

 

-the point about children. there were social workers in the park and folks from churches for children and runaways in co-ordination with the medics on Sunday doing an assessment, especially on the West end of the park.

 

-what happens with the assessment?

 

-there will be reportbacks. they may be obligated to report their findings to the police, but it should not disrupt the park.

 

OFFICE SPACE

workspace affinity group works autonomously . UFT building space donated by anonymous donor. guidelines for space use on nycga.net for office-oriented groups that need secure office space. we’ve been piloting our program for the past week. today we open to offer to other WGs with demonstrated need. capacity is 48 people at a time due to fire code. we want to staff it with office oriented group leading to a co-operative group. contacts = George & Bianca.

a democratically run space in process. right now groups in the space are Media, Tech, Outreach, Info, PR, Finance & Movement Building.

 

Enter the process to be part of the collective. not an internet cafe it’s there for work & collaboration. 36 workstations, 3 meeting rooms, and a conference room. Not equipped for large meetings. In the evening we prioritize larger meetings.

-this is the space we have now. but permabank is negotiating, they’ll be donating piecemeal. this is the only OWS space. we’ve got a process for people to enter the space and for allocation. we’re doing our best.

 

EXPANSION

We’ve outgrown Liberty Park but can’t abandon it. in the spirit of Occupy Everywhere. it’s be a good morale booster. small meeting tonight at 7 pm @ Tree of Life

 

-is expansion a work group?/it’s an affinity group

 

-anyone with DA project should go to DA. I’ve heard lots of talk but no cohesive vision. we’ve outgrown our space. horizontal growth vs. vertical growth. LP= our billboard, our media brand. that’s what the world sees. We’re concerned about the message we’ve been spreading. Horizontal expansion, I agree would be a huge morale boost, we need that. logistical support? can you get consensus? can you move to a new spot? how many organizers will you take with you?

-LP as co-inhabited: the movement, people involved in political message and a whole bunch of other people with no involvement who think they’re being supportive by being there. I want to reinforce the integrity of the movement rather than trying to expand.

 

-what happened with Occupy Central Park, Brooklyn, Bronx, Occupy Your Block? is there any co-ordination going on between these efforts?

 

-those are autonomous actions. co-ordination will happen.

 

-inreach is about politicizing occupants

-we are inclusive everybody who wants to be in the movement is in the movement. we don’t have to give our time and energy to whoever’s in our space. we don’t have to give our resources to whoever stands around.

 

-I want to see public spaces occupied around the world. everything everywhere.

 

-something else needs to happen. the park is important regarding media etc. there’s symbolism but it’s lost some of its glitter. my concern—other occupations have split for ideological reasons. expansion could cause that to happen. worried about losing unity. divide and conquer. abandoning people who lack know-how. a lot of people have bad issues in the park.

Draft Proposal for Tuesday 11/15 General Assembly: Movement for Justice in El Barrio

To the General Assembly of Occupy Wall St.:Receive greetings of solidarity from Movement for Justice in El Barrio, The Other Campaign New York:

We write to you with an important proposal that we would like placed on the agenda for this Tuesday’s General Assembly.

At the General Assembly of Nov. 3rd, after receiving the unanimous endorsement of several working groups, we received a public endorsement for our dialogue in El Barrio with Occupy Wall St.

We were pleased by the great showing of participants of OWS in our neighborhood last Monday. Thanks again to those who participated.

As we move forward, we want to continue building bridges and strengthening our ties in concrete ways. To that end, during our dialogue, we extended an invitation to OWS to join us at our New York Encuentro for Humanity and Against Neoliberalism, which will take place on December 4 in El Barrio. As some of you may know, an Encuentro is, among other things, a form of deep human exchange that serves as an alternative way of doing politics and building-movements.

In light of the fact that several working groups have already publicly endorsed this Encuentro, at this Tuesday’s General Assembly, we wish to propose the following:

- That the General Assembly of OWS publicly endorse, publicize, and attend our Encuentro, as a way to continue building our respective movements and shared struggles.

- That representatives from each Working Group and Caucus of OWS be encouraged to attend.

Draft proposal for General Assembly on Sunday 11.13.11: Principles of Solidarity

Principles of Solidarity:

OWS occupation space date extension and breakout groups

Background:

On 11.8.11 the GA approved the solidarity group’s 48 hr. stop gap Emergency Proposal. On 11.10 the GA extended the proposal another 72 hours. The proposal states that “the occupiers in a space require” by the community must consent in order to be removed or consent regarding a shared usage of space.”

Solidarity is involved with other working groups on this issue including Town Planning. The intent is to formulate a precise protocol regarding the balancing of shared and individual living space OWS. While it is intended to formulate this protocol on 11.13.11 the stop gap’s expiry, such may not be possible due to the complexity of the issue and the very short amount of time available. Therefore, solidarity proposes the following to the GA: Regarding the expiry of the extended stop-gap, Emergency Proposal about the shared and individual living usages of space at OWS, request is made to extend the expiry date of (11.13.11) of such proposal to Tuesday, 11.15.11.

Additionally, break-out groups are requested  with the intent of gathering the GA’s ideas on how OWS can appropriately balance shared and individual usages of space so to keep solidarity within the movement…or if by Sunday, 11.13.11, the exact wording for more permanent guidelines can be rules can be agreed upon with the Town Planning working group, to read that proposal at the GA.
