A draft report on the Jobs for ALL demand

 

Collection—The Jobs for All demand has grown out of the civil rights, labor and immigrant rights movements.

 

Martin Luther King, in a January 1965 interview in Playboy said: “We must develop a federal program of public works, retraining and jobs for all—so that none, white or black, will have cause to feel threatened.

 

But it was not until , 45 years later, mass unemployment once more was a reality in the US following the Crash of ’08 that this demand started to get real support.

 

In Feb., 2009 a large number of labor activists and some unions such as the United Teachers of Los Angles put out a national call: http://wercampaign.org/second-page-test/.  Among the demands were :

 

Enact a massive national reconstruction public works program (minimum expenditure needed of $1 trillion) to rebuild the nation’s schools, hospitals and crumbling infrastructure and to put millions of people back to work at a union-scale wage. Provide all necessary funding for a genuine reconstruction program in the Gulf Coast; enact the Gulf Coast Civic Works Act (H.R. 4048). Tax the corporations and the rich — not working people — to finance a workers’ recovery plan.

 

In September, 2009 the Bail Out the People held a march at the Pittsburgh G-20 meeting demanding a massive public works program.

On Dec, 19, 2009 The People’s Organization for Progress, New Jersey May 1st Coalition, Newark Vendors Association, The formerly incarcerated and Concerned Citizens of Newark held a demonstration in Newark. Their flyter said in part:

 

“We Demand: A Massive Public Works Program, with direct government employment at prevailing wages to:–Cut class size in half in our schools–Provide low cost housing for all–Provide mass transit for all–Research, develop and build cheap, clean safe energy–and to do all the other work in our hospitals, on our roads and bridges, in our social services, in our factories and universities, that needs to be done. Pay for this program by ending the wars in Iraq and Afghanistan and by taxing the rich and the corporations who created the crisis.”

 

Demonstrations behind this demand and the demand for Legalization for All were held on May1,in  Newark, in 2010, and 2011.

On May 12, 2010 The Bail out the People Coalition called a march, and meeting in  DC behind the demand for a new WPA-style massive public works program http://bailoutpeople.org/dcjobsprotest.shtml

 

On July 14, 2010 the California Federation of Labor passed a  resolution, saying in part :

“Therefore be it resolved, that in this 75th anniversary year of the WPA, which created 8.5 million public jobs during the Depression of the 1930s, that the California Labor Federation urge the AFL-CIO and all of organized labor to do two things: 1) Fight for a real WPA-type program that is big enough to ensure that those who need work get work — work that is socially useful and paying union wages and benefits — a real jobs program fully funded by the government”

 

Sept 12, 2010 “Jobs for all– a massive public works program” was adopted as a demand of newly formed New Jersey Immigrant and Workers Rights Coalition.

 

On August 11, a coalition that grows to over 40 groups, led by the people Organization for Progress start daily demonstrations in Newark, continuing to the present. Their first demand is “A National Jobs Program”.

 

Articulation

1st version:

Jobs for ALL—A Massive Public Works and Public Service Program

We demand a massive public works and public service program ,  with direct government employment at prevailing (union) wages, paid for by TAXING THE RICH and corporations, by  immediately ending all of America’s wars , and by ending all aid to authoritarian regimes, to create 25 million new jobs to:

Expand education—cut class size and provide free university education for all;
Expand health care and provide free health care for all (single payer system);
Build housing—guarantee decent housing for all;
Expand mass transit and make it free;
Rebuild the infrastructure—bridges, flood control, roads;
Research clean energy alternatives and
Clean up the environment.

These jobs to be open to ALL, regardless of immigration status or past jailings.

2nd version:

 

Jobs for ALL—A Massive Public Works and Public Service Program

 

We demand a massive, democratically-controlled public works and public service program, with direct government employment, to create 25 million new jobs at good union wages.  This is to be paid for by new taxes on the wealth and income of the rich, on financial transactions, and on corporate profits, by reinstatement of the Glass-Steagall Act, as well as by ending all U.S. wars, disbanding mercenaries, ending aid to authoritarian regimes, and closing overseas military bases.  The new jobs will aim to radically expand access to education, healthcare, housing, mass transit, and clean energy – and are to be open to all, regardless of immigration status or criminal record.

Jobs for ALL—A Massive Public Works and Public Service Program

 

We demand a democratically-controlled public works and public service program, with direct government employment, to create 25 million new jobs at good union wages.  The new jobs will go to meeting the needs of the 99%, including education, healthcare, housing, mass transit, and clean energy. The program will be funded by raising taxes on the rich and corporations and by ending all U.S. wars.  Employment in the program will be open to all, regardless of immigration status or criminal record.”
