NYC GENERAL ASSEMBLY DAY        (2/23/12)

Working Group Reportbacks:

LEGAL/ANTI-REPRSSION:  Meeting is at 3:00 on Fridays.  This week at training on what to do if visits from FBI, detention, Try to do also on town squares.

STRONG WOMEN: NDAA coming March 3.  INFO: Informal meet-ups mon,wed, fri, 2:00, Charlotte’s Place.  Work more consistently at occupy town square, litter bombing, canned food drive for pets occupying.

Proposal: Visions and Goals, People Power Result: Failed modified Consensus 25 in support 14 against

Proposal: Occupy Caravan Solidarity Statement, Result: Passed with three Friendly Amendments: 1. Announce progress at other meetings 2.Include a statement about non-violence, no guns.  Accepted 3. Work with press and media.

EMT Proposal: Temporary use of a generator, Result: Passed through modified consensus 31 in favor, 3 against

Announcements:

Wed, Feb 29, American Legislative Exchange Committee, national day of action.  March 1 day of action education.  March 5 day of action Albany.  May 1.

Tomorrow, Direct Action training, 3-6 at Columbia University Hamilton Hall.

A few middle-age people staying in Zucotti Park, but we need more people in the park.  Tourists coming from all over looking for OWS.

No concerns about us facilitating?  Is there anyone attending GA for the first time?  This is where we make decisions and have a good time as OWS.  We operate on consensus; when we make decisions we try to listen to everyone and respond to everyone’s concerns and needs.  Maybe we have solutions that not everyone will love but we can all live with    to make process go more efficiently.  We’ll have proposals, express concerns, and use progressive stack. If you’re from a traditionally marginalized group, we move you up  in the stack.

Problem with a facilitator: We ask for consent, a concern has been raised.  Do other people in group share the concern.  Mixed proposal has nothing to do with facilitation.  Does group feel we can continue with the facilitation team? In spite of concern we’re going to continue.

We’re explaining process. For each agenda item that comes up, we take questions on stack, then reiterate.  We think concerns lead to amendments.  May or may not be taken, but hopefully acting in sprit of compromise and group gets stronger.

Stand aside may means group can keep going. A block means there’s been a major violation We don’t answer direct questions We use signals:  agreement is hands up w/twinkle fingers up, hand down means we don’t agree, rolling hands – let’s move it along.  Use these signals w/compassion.  Show block as crossed writs.  Upheld c-shaped hand is clarification.

AGENDA:  1:Large scale ongoing proposal from visions and goals.  2-Occupy Caravan.

VISIONS & GOALS:  Last GA, bring doc to work on our next point which is people power.  Lisa Jean.  We want everyone’s input.  Voices represented, we really adhere to consensus process.    We go exactly through consensus process and report back to you.  Let’s get into breakout groups and take 10 mins.  Asking us to look at people power and have discussion and let us know what is missing.    If something goes against your voice…    Then we’ll get report backs.  We’re only doing people power.

REPORTBACK FROM BREAKOUT GROUPS:

-       This doc brought piecemeal.  No mention of economic equality.  One of main reasons we’re still here.  No mention of direct democracy.  Commons also not occupied.  We believe in Commons.  No mention of self-determination and workers’ control.  Not a real workshop; amendments disappear.  Document is not radical enough to reflect us.  Stuff missing.

Response: we’re here for your response, your friendly amendments, consensus.  It is an open document.  Do you have a friendly amendment?

Response: Friendly amendments were erased in the past

-       Friendly amendments: No individual or group is marginalized… “The people” is too simplifying, so add “and those most effected by those decisions”

FA:   Accepted “No individual or group is marginalized.”

FA:    “ And those most effected by those decisions.”  No consensus.

FA:   Remove comma after people, add semicolon…grammatical change.  Accepted.

FA:  “ We accept and  affirm the basic humanity of all people whereby everyone’s voice is heard…”  A little more loving.  Accepted.

FA:  Delete “alone.”  Accepted.

-  Document not radical enough.  Concern that it would go back to your group and  be changed again.  Bringing it to a small group, you become the gatekeepers.

Response:  Why it gets changed: our concern with crafting something everyone can agree on in an organic way.   We’re not asserting our will.  We don’t desire to be gatekeepers.  We’re using consensus process and nothing we can do when one thing is not included.  Use our best judgment to bring forward.  Change it any way you want right here and if the crowd consenses…

Poll:  Raise your hand if we should talk more about process

-   Strike “in every form and every level.”  Not accepted.  Add words “promote apathy or greed.”  Not accepted.

Reiteration of Proposal on “People Power.”    Proposal accepted.  (5 mins extension time)

BLOCK:  This one section doesn’t speak to everybody.  FA:  Add “whereby the means of production belongs to the workers

BLOCK:  A declaration form OWS is published and translated and read by people across the planet.  This is not  a living document.  Not a thorough transparent process

BLOCK:  Doesn’t move people.  Against bullet point method.  Doesn’t show vision.

Go to modified consensus.  If there overwhelming support we can override.

VOTE COUNT: 25 yeas/14 nays.  Did not pass.

NEXT AGENDA ITEM/OCCUPY CARAVAN

100th anniversary of Woody Guthrie’s birth.  Justice and uniting people in the country  stimulate a new movement east.  Cars, buses, bikes, mopeds.  Spring Caravan, “This Land Is Our Land”.  April 2, starting LA, 1 week.  Hopefully one month in summer.  We’ve been approved across.  Here NYC April 9.  Bring to occupation in DC next day.  Need support  and solidarity.  30 people now, mostly fro NY.  National O\occupation starts March, Washington DC, and endorsing.

CQ:  Will this be anti-Obama? Tea Party?   Response:  No.

CQ:  Will money, donations be extended to OWS.  Taking any NYC people with you?

Response: Will accommodate as many free rides as poss.   Money is self-driven, not asking OWS money.  If we get future money, we are OWS.   We haven’t been asking for donations right now.

CQ:  Are vehicles biodiesel?  Response:  Biodiesel green machine.

CQ:  Affinity or endorsement?  Response:  Strands of vehicles entering communities and creating Occupying in America.  Not yet a working group.  Asking for solidarity.

CQ:  What is decision-making process, message that goes w/caravan.?  Response:  Simple large OWS message, economic justice/civil rights.  Occupy DC is officially supporting.  Join us.

CQ:  What is plan to pay for gas?  Response:  Not begging for money. Will give gas cards.  Get bus or 2 to bring here and DC.  Only asking for solidarity, not asking for money.

CQ:  How do you engage people, hold GAs?   Response:  Musicians, spectacle, media.  Main caravan goes west to east with feed-ins to join.    Have official approval with various cities, Atlanta approves now.

NY Occupy has tremendous power and influence, NY solidarity means a lot even though we are OWS/ connect to May Day/Hope for agreement on non-violence/PI: Solidarity gets you advertising reaching 100,000 on OWS twitter, website.

FA:   Need to announce progress at other meetings, Angry Pacifist volunteers to do so.   Accepted.

FA:  Statement about non-violence, no guns.  Accepted.

SA: 3   Including issue of hierarchy; working with press and media.

PROPOSAL ACCEPTED.

Lady:  Request for emergency proposal asking for emergency generator.

All proposals should have been placed online 24 hours in advance.

CQ:  How long needed?  Response: 1 ½ months and will return to OWS.

A facilitator steps down, can’t be neutral: This is not an emergency proposal.

Proposal Reiterated:  Lady to get a generator for 1 ½ months and will get it back to GA

FA:  Someone to go there weekly to check functioning of generator.  Accepted.

BLOCK:  Notification requirement of GA is ethical concern, valuable GA property.  Would drop block if posted on GA website 24 hrs in advance.
