Proposal: Create a Budget Process for Spokes Council (Accounting) – Discussion

Proposal to Create a Budget Process for Spokes Council (Accounting): Follow-up reiterates spending proposal has no time-limit. Discussion of where our money currently is, what bank, how much in each account. Grand total $192k including bailout fund. Accounting has been interviewing bookkeepers, looking for professional help

Proposal: Petty cash is awful, rife with corruption, never use it again
FA – Ask all groups to bring projected budget, and create budget from those figures: not accepted.

Proposal: meeting should start at 7pm, people present can choose new facilitation team and call meeting to order. No distribution of metrocards in same room, no adjournment for food or Metrocards (Town Planning)
FA – Spokes Council has to have 7 spokes signed in on sheet: accepted.
FA – Facilitation, Minutes (someone from the Working Group, not a random volunteer), livestreamer have to be present: partially rejected, only livestreamer has to be present
[At this point, Sean stepped down as facilitator]
FA – Allow Metrocards to be distributed at Spokes Council: rejected.
FA – Start at 7:15pm, at least 10 legitimate spokes need to be present, 25 people total, total does not include facilitation: rejected.
[At this point, the moderator repping the church mentions that she is not happy with what she hears from
the recent SC’s and if it continues, may not recommend the church to give OWS the space for free]
FA – Set quorum at 25 spokes: rejected
FA – Adjournment for food: rejected.
[At this point, David stepped up to help facilitate]
Result: Proposal tabled

    GA Council will have a series of working sessions starting Wednesday

    February 15-18, 10 AM @ 60 Wall Street:

    Disscussion: THE 1% Within Occupy Wall Street

    Petty Cash, the $100. @ day (if necessary, and w/receipts) for working

    groups to not be at a lost in addressing minor group expense.

    The Assistant to the Director of Mission and Social Justice Dept. of Riverside Church w/observer status became concerned about the tone and manner of a a proposer (Robert). She was called out as a baby-sitter, with harsh speech.

    There was no threat and nothing threating in her demeanor…rather her observation that the way OWS was handling it’s meeting/business (a proposal) was very disturbing…and, there was no by mention by anyone at any time regarding (free space).

    Shortly after: the proposer (Robert) ran up upon a female Spoke with a chair, raised high in the air, and slammed it down behind her, inches from her back.

    Within seconds the Director of the Mission & Social Justice, entered and asked the Trish whether the meeting should be shut down.

    The proposer, left the room/church with the words …lets get out of here.

    Trish answered in the affirmative and approached the facilitator, telling him in five (5) minutes …they would have to leave.

    Spokes Council will no longer be allowed to meet at Riverside Church
