Defining “Operations” Groups for the Spokes Council

In short this proposal is to change the definition of “operational” working groups such that any “official” working group (all working groups which fit the guidelines set out by InfoHub’s 12/20 GA proposal) is an operational group.

In our view InfoHub’s proposal indirectly solved the problem of deciding over operational/movement groups, which moreover has been the main structural (as opposed to socio-cultural) problem plaguing spokescouncil since it began way back in October, in one form or another. What this proposal aims to do is make manifest InfoHub’s implicit solution of moving this problem from SC to GA, that is, by changing the distinction from between operational/movement (which is now irrelevant insofar as it is based on us living in a park) to the distinction between OWS working groups and unrecognized/unofficial affinity groups.

In our view this finally makes clear the purpose of spokescouncil itself: a venue for OWS working groups to check each other’s direct budgetary access to our communal pool of money (as opposed to anyone’s ability to indirectly access it via a GA proposal).

Proposal: Spokes Council Budgeting (27:00) This proposal was not formally proposed; instead it was discussed among break out groups and then feedback given back to proposers to better understand needs and concerns.

Proposal: Democracy in Spokes Council Proposer wasn’t able to be at the meeting but out of respect we discussed proposal to provide feedback. In straw poll 21 in favor of first item in proposal with 2 concerns. Many uptwinkles for second section of proposal. And a more mixed reaction to the last part of proposal.

Proposal: Emergency Proposal from Accounting (1:56), Direct Action, and Class War. Accounting brought forth the following proposal and then had to leave to do jail support. The proposal was then picked up by Class War and Direct Action:

Who do we bail out? There was an action in Williamsburg that was not an OWS event. It was a party for activists. They moved into an abandoned building on Bedford. Within a half hour police showed up and there was a confrontation with police. Four of them were arrested. Three of them are out. The people in Williamsburg posted their own bail. How do we feel about this? There were occupiers there. Do we bail those people out? Can we break spokes and let anyone say what they feel?

Result: The proposal to bail out this individual was tabled until more information could be gathered regarding charges and bail amount (which had yet to be set at the time of meeting).

GA Meeting Times & Locations

1, I propose that the General Assembly meeting on Saturday (and also Sunday if there is one) be held at 2pm starting at the beginning of November thru the end of March and at 5 pm for the remaining months of the year in Liberty Park.

2, I propose that if a meeting is to be moved to another location there must be a minimum of 12 hours notice posted on the websites.  If this is not possible, the meeting will be rescheduled for another day.

Reasons behind these proposals

1a, I know many people who either have a hard time going out at night in the winter or it is impossible for them to do so hampering their ability to participate in the movement, including me.

1b, to have meetings at different times of the day will bring in new participants.

1c, other occupations have meeting times that vary.

2a, there is no reason that weather should have to hamper participation in meetings.  To move the meeting to an indoor location that would allow more people to come to the meeting is only useful if you can make the plan to come.

2b, to have some indoor meetings will bring in new participants (see 1b).

There is no greater fallacy than the belief that aims and purposes are one thing, while methods and tactics are another. This conception is a potent menace to social regeneration. All human experience teaches that methods and means cannot be separated from the ultimate aim. The means employed become, through individual habit and social practice, part and parcel of the final purpose; they influence it, modify it, and presently the aims and means become identical. From the day of my arrival in Russia I felt it, at first vaguely, then ever more consciously and clearly. The great and inspiring aims of the Revolution became so clouded with and obscured by the methods used by the ruling political power that it was hard to distinguish what was temporary means and what final purpose. Psychologically and socially the means necessarily influence and alter the aims. The whole history of man is continuous proof of the maxim that to divest one’s methods of ethical concepts means to Sink into the depths of utter demoralization. In that lies the real tragedy of the Bolshevik philosophy as applied to the Russian Revolution. May this lesson not be in vain.

No revolution can ever succeed as a factor of liberation unless the MEANS used to further it be identical in spirit and tendency with the PURPOSES to be achieved. Revolution is the negation of the existing, a violent protest against man’s inhumanity to man with all the thousand and one slaveries it involves. It is the destroyer of dominant values upon which a complex system of injustice, oppression, and wrong has been built up by ignorance and brutality. -It is the
herald of NEW VALUES, ushering in a transformation of the basic relations of man to man, and of man to society. It is not a mere reformer, patching up some social evils; not a mere changer of forms and institutions; not only a re-distributor of social well-being. It is all that, yet more, much more. It is, first and foremost, the TRANSVALUATOR, the bearer of new values. It is the great TEACHER Of the NEW ETHICS, inspiring man with a new concept of life and its
manifestations in social relationships. It is the mental and spiritual regenerator.

Its first ethical precept is the identity of means used and aims sought. The ultimate end of all revolutionary social change is to establish the sanctity of human life, the dignity of man, the right of every human being to liberty and well being. Unless this be the essential aim of revolution, violent social changes would have no justification. For external social alterations can be, and have been, accomplished by the normal processes of evolution. Revolution, on the contrary. signifies not mere external change, but internal, basic, fundamental change. That internal change of concepts and ideas, permeating ever-larger social strata, finally culminates in the violent upheaval known as revolution. Shall that climax reverse the process of transvaluation, turn against it, betray it? That is what happened in Russia. On the contrary, the revolution itself must quicken and further the process of which it is the cumulative expression; its main mission is to inspire it, to carry it to greater heights, give it fullest scope for expression. Only thus is revolution true to itself.

Applied in practice it means that the period of the actual revolution, the so-called transitory stage, must be the introduction, the prelude to the new social conditions. It is the threshold to the NEW LIFE, the new HOUSE OF MAN AND HUMANITY As such it must he of the spirit of the new life, harmonious with the construction of the new edifice.

To-day is the parent of to-morrow. The present casts its shadow far into the future. That is the law of life, individual and social. Revolution that divests itself of ethical valuesthereby lays the foundation of injustice, deceit, and oppression for the future society. The means used to prepare the future become its cornerstone. Witness the tragic condition of Russia. The methods of State centralization have paralysed individual initiative and effort;the tyranny of the dictatorship has cowed the people into slavish submission and all but extinguished the fires of liberty; organized terrorism has depraved and brutalized the masses and stifled every idealistic aspiration; institutionalized murder has cheapened human life,and all sense of the dignity of man and the value of life has been eliminated; coercion at everystep has made effort bitter, labour a punishment, has turned the whole of existence into a scheme of mutual deceit, and has revived the lowest and most brutal instincts of man. A sorry heritage to begin a new life of freedom and brotherhood.

It cannot be sufficiently emphasized that revolution is in vain unless inspired by its ultimate ideal. Revolutionary methods must be in tune with revolutionary aims. The means used to further the revolution must harmonize with its purposes. In short, the ethical values which the revolution is to establish in the new society must be initiated with the revolutionary activities of the so-called transitional period. The latter can serve as a real and dependable bridge to the better life only if built of the same material as the life to be achieved. Revolution is the mirror of the coming day; it is the child that is to be the Man of To-morrow.

Proposal for NOW DC – Occupy Power!

1.  March 30, 2012, people from across the country will begin to gather for an American Spring in Washington, DC, The National Occupation of Washington, DC (NOW DC), to oppose the corruption of both parties in conducting U.S. domestic and foreign policies. The Bill of Rights, has been effectively (NDAA) destroyed, and the Supreme Court has allowed the Constitution to be perverted. We will unite against a corporate-controlled government which has failed to promote the public well-being.

2.  NOW DC, which combines education, protest and mobilization, will include a Social Forum April 7 to 14 to bring together the experience, knowledge and thinking of the 99%. Occupiers from across the country will present workshops on socially relevant areas, including political and policy issues, strategies for shifting power from the 1% to the 99% which include building alternative systems, ending wars and militarization, and the strengths and weaknesses of the Occupy movement, as well as concrete descriptions of how to organize communities, hold General Assemblies, live-stream and create your own media and other practical necessities for successful occupations. 

3. We will celebrate Occupy Power! with a day of music and arts in West Potomac Park near the new MLK memorial.

4. The civil resistance of NOW DC will focus on the power structure in Washington, DC. NOW DC will unite occupations in a focused campaign developed by the direct action working group and refined during the first 2 weeks of April to demonstrate to elected officials in Washington, DC, and K Street and corporate interests that the people no longer trust or accept their rule, that a radical transformation to a participatory democracy operating under the rule of law is essential. 

5. All occupations are invited to endorse this event and to become involved. There are 7 working groups, a listserve and weekly meetings by conference call on InterOccupy.org and in person meetings when possible (alternating locations). International Women’s Day Event

AN INTERNATIONAL WOMEN’S DAY CELEBRATION 

with “indignadas” from El Barrio, Occupy Wall St., and around the World

People around the world are rising up and saying, “Enough!”

They are organizing new movements from Chiapas to Egypt, from Greece to Spain, from South Africa to New York, and everywhere in between.

They are “indignad@s”, outraged by the staggering inequalities, the violence and deceit, the hatred of democracy, the flagrant corruption and utter disregard for life on this planet that characterize our society, our economy, our governments. They are struggling against this nightmarish status quo, and laying seeds for a new world in the process.

At the forefront of these global movements are countless dignified women whose “Enough!” resounds in different colors, in different languages, across the lands. They are spearheading the movements, and battling injustice head-on and without compromise, often at enormous risk.

In honor of the tremendous leadership and contributions of women everywhere, Movement for Justice in El Barrio has organized an International Women’s Day Celebration to take place this March 8 in Harlem.

In light of this, Movement for Justice in El Barrio and Global Justice Working Group propose the following:

-       That the General Assembly of Occupy Wall St. celebrate and honor the noble and dignified contributions of women in our movements and that it publically endorse, publicize, and support the event by encouraging members of all working groups and caucuses to attend.

Bring the GA Indoors

BRING THE GA INDOORS

The following shall apply to all GA meetings, effective immediately, through May 15, 2012. All meetings will be  scheduled at, and held in, indoor public spaces.

The Atrium at 60 Wall Street can be a default location for these meetings, but other indoor public spaces may be used as necessary. In the unfortunate event that indoor public space is unavailable on any given night, Liberty Square shall be the backup location.

Exceptions for outdoor meetings during this period may be made when the weather forecast 48 hours in advance of the meeting predicts temperatures in excess of 50°F and an absence of precipitation for the expected duration of the meeting. However, at all such outdoor meetings, any person in attendance may hold up a point of process and request a count of those present in the meeting who would prefer that the meeting be moved indoors. If the number in favor of moving is 10% or more of those assembled, the meeting shall be moved. Should the number in favor of moving be less than 10%, the meeting shall continue in place, but additional checks on the same question may be repeated every 30 minutes.

 Proposal: Democracy in Spokes Council Proposal Process to be voted on Monday, January 30th

This proposal is very simple. Everyone in the OWS community should have the opportunity to participate the democratic process concerning the Spokes Council (SC) proposal voting process. However, due to the pattern of certain Working Groups and individuals not giving proper notice to the OWS community, *all* the Working Groups (WG), Caucuses (CA) and NYCGA.net site prior to them putting their proposals to a vote, many community member s, WGs and CAs have expressed feelings of non-transparency, ‘surprise proposals’, irresponsibility, abuse of power, failure to give the community ample time to consider proposals and insensitivity & inconsideration of specific & oppressed communities who would be directly affected by the proposal and their right to take part in the voting process. Proposals with vital and complicated issues are inappropriately being rushed through.

We ask that:

1) – All proposals must be mentioned one meeting before the meeting it is to be voted on so there is sufficient time for community members to take part in an actual democratic process. If someone from the WG or CA is unable to attend the prior meeting, they must inform Facilitation or another WG/CA and ask them to inform the SC of their proposal

2) – All proposals must be posted on the NYCGA.net website at least 48 hours prior to them being voted on.

3) – All Working Groups and Caucuses must be notified directly at least 48 hours prior to the proposal being voted on. A system will be arranged where an email can be sent at one time to the listed contact email that each Working Group or Caucus lists on their NYCGA.net page at least 48 hours prior to the presentation date. It will take moments for the online-expert WGs to make a quick system where proposals can be sent to each WG or Caucus with a press of  button.

The principles of solidarity and democracy that the Occupy movement stands for asks that we enroll as much community buy-in, responsibility, outreach and collaboration as possible in our voting and proposal process. We feel this proposal will help inspire just that.

The most popular chant on our OWS marches is “Show me what democracy looks! This is what democracy looks like!” In an effort to show the world what real democracy looks like, we must give as many community members, WGs, CAs as possible the chance to be involved.

Ensuring that decisions being made are done so in a just and open process is what our ideals stand for.

After my visit to Zuccotti Park on Oct.2nd & then to WA DC on 5th, I came back to Seattle area and purchased an RV so I could spread the message and keep the movement alive through the winter months. I have been “occupying the roads” since Nov. 8th. I started at the Canadian Border (Vancouver, BC), went to San Diego across to Atlanta and just now rolled into New York after visiting a total of 42 cities.

I know, first hand, how important it has been to connect everyone and make them feel a part of the larger picture when some are so far removed from OWS. All the connections made during the journey have been positive and motivating. People who want to help and have the resources, are willing to support any way they can as we move into the second phase. Universities and colleges are also very supportive and will be working with us to help make change (ie: the education system, community sustainability, etc).

OTR is set up as a Non-Profit 501C3 in WA State.
Our mission has been, and continues to be, educating and informing the public about Occupy and help strategize solutions to problems. We personalize a “What is Occupy” for each Occupy Town/City so they can spread the word. The “V” is like a moving billboard with 31 ft of signs and posters adorning each side and the front + back. We attract a lot of attention going down the highways. We also attract the police at most stops, who have been consistent in their prying, asking for ID and moving us along even when we’re parked legally. We’re used to it by now. WE ARE being noticed.

With restrictions being placed on existing and future camps it will be more important to have creative means to keep the movement alive. We hope to have a caravan of vehicles joining in as we go and some have already contacted us for a spring movement.

Cheap advertising and exposure along highways.

The RV (Occumobile) is headed for Florida (missed in order to take part in the WA DC “Occupy Congress”) and then back across the U.S. up the Midwest back to Seattle. I am welcoming others join in.

I am proposing that OWS recognize + support “occupy the roads” any way they can to keep the momentum alive and build on what I’ve already done. Either to reimburse for gas so that I can use that money to fuel the next trip, or allow us to create a separate working group. OTR is part of every city including OWS. Though my initial experience with OWS was short it is what motivated the creation of Occupy the Roads.

I’m aware that another group just left NY by busy and is heading for 16 cities, so it appears this is something the GA thinks is a worthy cause. I would like to focus on the older folks who may be willing to join the caravan moving forward.

Occupy Wall Street (OWS) desires a better world for all and creates its standards of conduct accordingly, to be of benefit to all persons throughout the world. OWS conducts its affairs in a manner welcoming to all. Members of OWS as a global movement abide by the Principles of Solidarty, as well as individual Community Agreements or Codes of Conduct, that define appropriate behavior to one’s fellow occupier and within the Occupation as a whole, such as a commitment to peaceful non-violent civil disobedience and the engagement of direct and transparent participatory democracy for all decision-making.



Because OWS, as a primary concern, wishes the safety and encouragement of everyone, we therefore open our proceedings and spaces to all, provided those who accept our invitation abide by our standards of conduct. Our standards of conduct are not rules to restrict anyone, instead, they are boundaries to protect everyone.



SUMMARY: Those present at or participating in OWS activities agree to abide by our standards of conduct. They may end such obligation by departing and ceasing participation. OWS may also discontinue its relationship with any party, via direct and transparent participatory democracy, based on there adherence to the standards of conduct that define a member as part of OWS, thus releasing that party from any further such obligation.

“All persons, groups, or other entities, while present at, represented at, or participating in Occupy Wall Street (OWS) meetings, assemblies, councils, occupations, encampments, or other OWS functions or events, If you come to our events…
and/or while participating by any means in any OWS online or other electronic activity …or to our web sites, phone systems, etc…
shall, regardless of affiliation, purpose, manner of constitution, or other considerations, …it doesn’t matter who you are…
agree, in all dealings with OWS and its sub-groups and participants, to abide by any and all OWS standards of conduct then in effect. …you agree to follow our community standards.
“A person, group, or other entity may release this obligation exclusively by departing the place of and ceasing participation in any and all OWS functions or events, as well as ceasing participation in any and all OWS on-line or other electronic activities. If you leave the relationship, you don’t have to follow our standards.
“OWS may, to ensure the protection of all who choose to work with us and agree to follow our standards of conduct, choose unilaterally to discontinue entirely its relationships with any person, group, or other entity. The OWS General Assembly may propose to cut ties with those who do not follow appropriate standards of conduct, via direct and transparent participatory democracy, if the failure to maintain appropriate standards cannot otherwise be remedied. The General Assembly is empowered to sever ties with those who do not follow the Principles of Solidarity or other standards of behavior that have been agreed upon.
“Such persons, groups, or other entities will remain thereby released from any OWS standards of conduct for so long as they and OWS maintain no relationship. If we leave the relationship with you, you also don’t have to follow our standards. It stays that way as long as we’re not involved in each other’s business.
“For the purposes of this proposal, ‘other entity’ shall include any corporation, company, affiliation, or other collective enterprise and its employees, agents, and assignees.” If we get involved with companies, they have to follow our standards, too.
“For the purposes of this proposal, ‘sub-groups’ shall include all OWS-recognized Working Groups, Caucuses, Movement Groups, Operations Groups, similar collectives, or other entities within OWS, regardless of type or size of membership, operating method, or how constituted.” Our standards apply to OWS as a whole and also to all our working groups, caucuses, and so on.

JOINT DECLARATION BETWEEN THE ASSEMBLIES OF MOSCOW AND NEW YORK

APPROVED BY OWS ANTIWAR WORKING GROUP

We the people of the Moscow and New York Assemblies acknowledge that the future of the human race requires the cooperation of its members. We are at a critical moment in history.

There is a rising tide of military aggression and wars supported by increasingly lethal technologies. There are deaths and maimings of civilians across the globe.

Rampant military spending, over 1.5 trillion dollars a year, continues despite the global economic crisis and increasing poverty. In the global trade in arms, manufacturers make hundreds of billions of dollars a year, and Russia and the United States supply more than half of major weapons.

We are aware of the history of our two countries. The nuclear arms race was led by the United States, a country that used nuclear weapons on civilian populations on two occasions (Hiroshima and Nagasaki). The Cold War arms race between the United States and Russia deprived our peoples of our wealth.

It has been more than 20 years since the end of the Cold War yet our countries, Russia and the United States, still possess 95% of the more than 20,000 nuclear weapons on the planet. Nearly 2,000 of the Russian/US warheads are deployed  ready for immediate launch.

Thousands of nuclear warheads and millions of guns do not defend ordinary people from poverty and do not help them feed themselves.

Nuclear power continues to pose a threat to life and earth and is the essential technology driving the proliferation of nuclear weapons.  Every nuclear reactor is a potential bomb factory that burns and produces materials which with further processing can be used to make nuclear warheads. Nuclear accidents have led to nuclear catastrophes. Chernobyl and now Fukushima have given us the resolve to say “No to nuclear!”.

The threat of war is not an acceptable or workable response to the feared or actual spread of nuclear weapons which can emerge from nuclear power technology. To avoid nuclear proliferation and end the risk of devastating nuclear war, the current nuclear-armed states must eliminate their arsenals and initiate a universal phase-out of nuclear power. The United States and Russia, with the world’s largest stockpiles of nuclear arms, must lead the way for global nuclear abolition.

We envision a world without nuclear weapons, an end to the arms race and an end to war. We will not stop our public assemblies, we will not go home, we will not rest until the world and the power is restored to the people.

We put forth the following list of concrete measures to achieve nuclear abolition and disarmament:

•        Standing down of US and Russian nuclear weapons now ready to fire within minutes and unilateral actions by both countries to eliminate their arsenals.

 

•        Global negotiations for elimination of all existing nuclear arsenals and a world permanently and equitably free of nuclear weapons.

 

•       Closure of all nuclear test sites, including Nevada and Novaya Zemlya.

•       An end to development of missiles and space weapons and negotiation of a missile/space ban.

•       An end to the spread of nuclear technology around the planet and shutdown of existing nuclear power plants.

•       Transparent reduction of conventional weapons.

•       An end to all drone programs and any development of new lethal technologies.

•          Reallocation of military spending and capabilities of scientists to building a safer, sustainable world.

•       Dismantlement of NATO and other bloc military alliances.*

We don’t need missiles, we need housing.

We don’t need bombs, we need hospitals.

We don’t need guns, we need schools and books.

We don’t need bullets, we need food.

 

We need to live in peace and security. We need a world in which ordinary people are not victims of political games. We need a world where we can love one another, love our children, and be friends with our neighbors, without having to fear for our lives and our planet.

1/31/2012: Request for Liberty Square General Assembly to ban an individual (Nan) (from Edward H.)

Many occupiers are gathering together after Nan attempted to destroy Tuesday nights GA.  We made an official statement on the 24th, stating that the GA will not tolerate deliberate destruction and attacks on itself.  We have witnesses that confirm that Nan planned to wage a violent attack on the GA if her proposal to dissolve Spokes did not pass (which it was not made to even do).
The following outlines the basic proposal
We wish to propose to the Liberty Square General Assembly a banning of Nan.  On the 24th, Nan successfully disrupted the GA process with a group of naive Yonkers Occupiers.  The Yonkers Occupiers were drunk, several people were punched in the process, and the GA was nearly disbanded for the first time in Occupy history.  Edward Hall proposed that the GA continue despite the violent attack, cold, and many hours of standing.  The GA continued with the statement that it would “not tolerate any violence, or deliberate attempt to destroy it.  Any person or persons that have done such will not be allowed to do so again”
Beyond nearly successfully destroying the GA for the first time in history Nan has done the following:
  • Violently attacked Occupiers like Jason – as seen in this video  http://www.youtube.com/watch?v=U4Q7YrvJhdo (http://www NULL.youtube NULL.com/watch?v=U4Q7YrvJhdo)
  • Blocked enough proposals that she should have left on her own if her participation in Assemblies was genuine
  • Taunted and communicated with Occupiers about her desire to destroy important proposals and the movement
Nan was thrown out of Bloombergeville early on in their occupation, the summer before Occupy Wall Street.  She was hoarding precious food from others in her tent, employing classic instigator tactics of disruption, and pretending to be homeless and uneducated when she actually lived in Manhattan and attended NYU.  In addition to the same things, minus the food, Nan lied about her age to OWS.  Even Tea Party blogs are questioning weather to associate with her.
We move to cut Nan off from the GA process and from the OWS occupation for good.  This is not a reflection of who she is as a human being, but for her clear attempts to destroy and disrupt this body.  We cannot “work with” someone who wants to destroy us.  Do white bloodcells ignore or try and “work something out” with a virus?  No, viruses are eliminated or taken out of the body.  Some of us would like to express our most serious grievance with Nan.  She deeply compromised the efforts of marginalized groups to voice highly important issues that threaten the movement and nation as a whole.  Many of us hope to genuinely heal the damage done, and cultivate a deeper dialogue and stronger actions to address oppression within and outside OWS.
This proposal does not wish to see a system created for cutting people off from the assembly. We are just addressing this single individual.  Grievance Council will hopefully provide some clarity on future issues Occupiers have with each other.

Creation of the Global Justice Working Group

We, the Global Justice working group, are requesting to be added to the agenda of the General Assembly of Occupy Wall Street on January 26th, 2012 in order to present our statement and to seek consensus as an official Working Group. Our group of approximately forty members is composed of many activists from other working groups as well as community activists and others participating in Occupy for the first time. We have held open meetings every Saturday since December 3rd, all of which have achieved and surpassed a quorum of five. We have also already had numerous sub-group meetings and have a very active google-group email forum while we build our own website. Last Thursday, January 19th, we prepared and hosted a teach-in on the use of American-made Tear Gas to suppress protest from Cairo to Oakland, in anticipation of the first anniversary of the beginning of the Egyptian Revolution (today Jan 25!). This teach-in had a great turn-out, filling the house at 56 Walker Street.

Below is the statement that we consented to as a short description for the NYCGA website, which we would read aloud to the General Assembly. Please let us know if this is sufficient and please share any concerns, questions, tips, or information to help us prepare for any issues that may arise.

The Global Justice WG aims to build solidarity and coordination between OWS and movements for social justice around the world. We seek to raise public awareness about the impact of U.S. military, economic and strategic policy, domestically and internationally; to build relationships with social movements across borders; and to organize direct actions challenging prevailing power structures that put profit above all else. By shedding light on the ties between profit and exploitation in the global system, we aspire to help build an international mass movement for political and economic justice.

   The Housing WG is requesting an ongoing recurring budget to cover the costs of the Park Slope housing site beyond the scope of the current two week period with the following stipulations and costs:
 
-  The community at the Park Slope site abide by all resolutions consensed by the Occupy
                Wall Street community at large (ie. General Assembly, Spokes Council).
-  The recurring budget must be renewed via proposal every four (4) weeks it is effective.
-  The budget only be effective for as long as that community is active and in agreement    
                with the landlord on site (Park Slope United Methodist Church)
-  Utilities reimbursements ​     $490 /week  ($70 /night)
-  Pre-paid phone reimbursements for one site liason and             $50 /week  ($25 /person)

   The Housing WG is requesting a continuation of funds for $29 weekly unlimited NYC MTA metrocards.  Funds were previously allocated for the purchase of 115 cards per week on a recurring basis, with the accepted amendment to return to this body to reevaluate that request.  We feel with the current spending freeze, and an overall streamlining of the acquistion process through one central body there is a greater need.  Therefore we are requesting an augmentation of 5 cards, for a total 120 cards per week which will require $3480 in funds.  The previously established process for distribution and requirements for access will remain the same.

Groups Policy Implementation

Dear Community,

On December 20th, the General Assembly consensed that all groups must provide (https://www NULL.nycga NULL.net/groups/new-group) the following information in order to make it easier for people to join the movement:

  1. A mission statement which does not violate the Principles of Solidarity
  2. A working email or phone number
  3. Day and time of a weekly open meeting (this should be listed as a recurring event, so that it shows up on the daily schedule)
  4. Minutes from a weekly meeting, which demonstrate at least 5 people in attendance.
